Employer Avoiding To Pay Salary From 6 Months

I have resigned from a company from the post of consultant serving since 3-4 yrs.
My job was to visit 2-3 per week and consult clients.
Since past 6 months my pay was withheld saying shortage of funds. I continued Hoping issue will get resolved but I smelt foul and I resigned.
Now inspite of resigning my final settlement is not done and I desperately need to contact the CEO but he never talks to me.
Account guys give vague replies.

Send the company a registered letter acknowledgement due.
Detail the dues and attempts made by you to contact and response thereof.
If after this no closure of payments and other dues,then think in terms of making it a legal matter.
How much is the amount due to you?
Preserve all correspondence and appointment letter safe as it may be required in case of legal battle.
Do not let the company get away with non payment of dues.

Do you get any agreement/appointment letter from the company at the of appointment ? . If yes you can file case in court / Claim your final settlement on the term and conditions written in the appointment letter . Email directly CEO of that company about your issue in detail.

I'm worried I might not get anything in case of a legal fight.
My outstanding due is close to 3 lakhs.
What wud be the expense to hire lawyers and how will the company respond to the legal notice .
Should I expect a slow process or a quick result .?

Like Nathrao suggested, legal way seems to be the ONLY way to get your dues here.
A few more details could enable the members to give more focused suggestions.
1] What are the Payment terms as per the Agreement?
2] How are the Payments being done--Cash/Cheque/NEFT, etc?
3] You mentioned 'I'm worried I might not get anything in case of a legal fight'. Any specific reasons?
4] Is 'shortage of funds' true? OR were there any issues between you & the management?
5] Further, I see some sort of disconnect between TWO statements of your's: 'I might not get anything in case of a legal fight' AND 'how will the company respond to the legal notice'--are there any issues that you have missed-out to mention in this posting?
