Contract Labour Registration Dilemma: Are Religious Trusts Exempt? Seeking Advice

We have received a construction contract from a Jain Derasar having trust. While asking for contract labour registration, they say we are not covered under the definition of "establishment" in the Contract Labour Act and therefore contract labour registration is not required. Kindly advise on the above.

NOW, WHILE ASKING FOR FORM-V FROM THE PRINCIPAL EMPLOYER, THEY ("DERASAR TRUST") DENIED AND SAID WE CANNOT ISSUE FORM-V BECAUSE WE ARE NOT AN "ESTABLISHMENT" AS PER THE CONTRACT LABOR ACT. HOWEVER, WITHOUT OBTAINING LABOR LICENSE, WE CANNOT START OUR CIVIL CONSTRUCTION WORK. KINDLY
