Staffing is a subset of recruitment.
Staffing means that the employee is off company rolls, probably on consultant rolls.
Recruitment normally refers to selection of employees on company rolls.

staffing is a hr function which includes recruitment, selection, promotion, demotion, training, transfer, lay- off and retirement.

In My opinion Satffing is bigger activity. It includes overall planning based on Organizations objective and budget (Role, Postion, Dept, reporting structure,etc ) related with any individual in organization. Recruitment is only limited to hiring whereas staffing is overall manpower planning and placement.:icon6:
