Can I Apply for a Dubai Visit Visa from Qatar After Cancelling My Qatar Visa?

Kindly provide an answer to my question. I am an Indian citizen currently working in Qatar. My question is: Can I apply for a Dubai visit visa from Qatar after the cancellation of my Qatar visa? Can I travel to Dubai directly from Qatar, or should I return to India after resigning from Qatar before applying for a Dubai visit visa?
