Starting a Call Center in Delhi: Need Simple HR Policies for a Small Team?

I want to open a call center in Delhi with 13 employees. I came across this website while searching about HR policies, PF, EPF, leave, and all. I am not an HR person and am looking for very simple and basic policies. Salaries will be around 13k and above, plus incentives.

No need to get PF and ESIC code for 13 employees. It's minimum required for 20 employees. Pay them salary basic, HRA, conveyance, and other allowances.
