Is It Safe to Pay Fees Before Joining a New Job? Seeking Advice on Employer Legitimacy

I am looking for a job and I received an offer letter from a company "Farmer Welfare Association". They are requesting a training fee and joining fee before joining. I would like to verify if the company is legitimate. Do I need to pay the fees they are requesting before joining? Your expertise would be greatly appreciated.

Never join any company that asks for a joining fee. You work for them and get paid for that. No good company will ask for a joining fee.
