Hi,
CLRA applies to every establishment in which twenty or more workmen are employed or were employed on any day of the preceding twelve months as contract labour [Ref. Sec 1(4)(a)]
'Establishment" includes any place where any industry, trade, business, manufacture or occupation is carried on. [Ref. Sec 2(e)]

Again, you have followed the path of many others in the forum by making a vague statement and asking a vague question, without reference to the situation in hand. This forum is not an academic built on board. Members will give you a proper answer if you refer to an actual problem that needs to be solved.
What is a service provider ?
What is he actually doing ? How many people, how often ?
Without these information, how will someone answer the question ?

Dear All concerned,
In my view, what Mr. Saswata Banerjee has stated is very true. Mr. Raju has raised question in a prematured manner, which cannot be correctly clarified. In view of this, let the querist bring forward all the facts of the case for an opinion legally viable and be implemented accordingly.
Thanking you, with regards,
