Can I Exclude Freshers from PF if They Agree? Seeking Advice on New Hires' Benefits

I am hiring over 20+ people in my agency. The salaries range from 7-10k. These new hires have never been employed before and will be joining the agency as freshers. I would like to know if I can exclude them from PF, i.e., if they are willing to. I read something along similar lines in Form 11.

Forgot to add this. Can I exclude them from PF? Can I register these employees under the ECIS scheme for social benefits?

If your agency is registered for EPF and ESIC, then you must deduct EPF & ESIC because the employee's salary is less than 15k.

Both the PF and ESI Acts are applicable to you. You need to register under both Acts and obtain code numbers. All your employees are covered under both the PF and ESI Acts. PF and ESI deductions are mandatory for all your employees.
