BOCW Registration Dilemma: Do Contractors Need It If Employers Already Have It?

Dear professionals, we are main contractors in the construction industry, and my principal employer has already obtained BOCW registration and is paying cess in Chennai and Pune. My question is, does the contractor also need to acquire BOCW registration since labor inspectors are insisting that we do so? Please guide me on this matter.

The main contractor also has to separately apply for BOCW Registration in their name. Additionally, 1% of the Cess amount (excluding tax) has to be paid to the respective state government on every invoice.

Once the principal employer has already taken responsibility for and is paying the cess for the construction site, there is no need for the main contractor to do so.
