Can anyone guide me regarding bench strength maintained at IT firms? Is it legal, and does it come under any labor laws?

There is no specific act that addresses the concept of a "bench" in employment terms.

In the Industrial Disputes Act of 1947, if an employer is unable to provide employment for a minimum of half a day due to prescribed reasons, the employer can announce a layoff with a set of conditions as per the act.

The employees who are on the bench are full-time permanent employees of the company. All labor laws apply to them. The fact that you are not giving them work is immaterial.
