Struggling to Get a Timely NOC from My Government Job – How Can I Avoid Losing Opportunities?

I am working in a government organization. I want to apply for various positions in different companies. Most companies require a No Objection Certificate (NOC) from applicants who are currently serving in government companies. I consulted the HR department of my company for the NOC letter. The HR department suggested the following:

1. NOC will be issued for higher pay only.
2. Before applying to any company in response to an advertisement, the applicant must inform the company in writing. After receiving the written application, the HR department will prepare the NOC letter. However, it is uncertain when the process will be completed. It may take a considerable amount of time. There is a risk that the applicant may lose the opportunity at the time of selection due to the unavailability of the NOC letter from the previous employer.
