New to HR Policies: How Can I Create Effective Guidelines as the Sole HR Executive?

I am Prasad from Mumbai. I work in a construction company as an HR executive. Before transitioning to HR, my profession was in IT.

Currently, I am the only HR person with certification in my company, and I have been tasked with creating HR policies. I would greatly appreciate your guidance in this matter.
