1. Sir, both the EPF MPs Act, 1952, and ESI Act, 1948 are Central laws and have no relevance to the so-called "Himachal Labour Law" as you have mentioned.
2. It would be better if you study and examine the above Acts and also download relevant material from the websites of the above Central Organisations, study, and examine the same.
