Is Annual Approval by the Labor Commissioner Necessary for Company Standing Orders?

Dear Friends, I have a doubt: should the Standing Order of the Company be approved by the labor commissioner every year?

It is not required to get approved every year. Whenever there are additions or deletions, approval is necessary from representatives (union), Management, and the Labor Commissioner. Otherwise, it is not necessary.

I have come to know that if in a factory, the number of workers is less than 100, then there is no need for standing orders. Is it correct? Please confirm.
