Understanding TN's Minimum Wage Changes for April '15 to March '16: What Does It Mean for You?

Please justify how you are saying this is the revision of minimum wages payable from April '15 to March '16 since you have attached all old gazette notifications.

Request you to please not mislead the members. If there is any revision in State Minimum Wages, the official Gazette Notification will be published separately by the State Government. Hope you are aware that minimum wages consist of "Basic + DA." If there is any revision in these two components, industry-wise, the State Government will publish a detailed notification. In general, the notification pertaining to "DA" would be published in March or April only.

Please note that only a circular will be issued by the Commissioner of Labour, Chennai, relating to the revision of DA based on the CPI points released by the Labour Bureau for Chennai city. The TN Government will only publish a GO on the revision of minimum wages and has never released any GO regarding the revision of DA so far. Based on the CPI points released for the whole year 2014 by the Labour Bureau for Chennai city (published on 30th Jan '15 - a copy is already attached), I have arrived at the average and worked out the DA payable along with Basic wages for the year 2015-16. The correct and advanced information is only to make all concerned parties aware of the impact much earlier.

Revised Worksheet on Minimum Wages in Tamil Nadu

Please find attached a copy of the revised worksheet on minimum wages payable for workers employed in different industries of Tamil Nadu from April '15 to March '16. Upon verifying the earlier worksheet, it was discovered that there is a one-point difference when converting the CPI points of the 2001 series with the 1982 series. For the benefit of all, we have included the month-wise and average CPI points of both series. The average CPI points for the year 2014 in the 1982 series amount to 1138, while in the 2001 series, it is 230. Considering the linking factor of 4.95 for Chennai city (as per the Labour Bureau), the CPI points come to 1138.5, which rounds off to 1139 points.

We will need to follow the Government Order of the respective series for the calculation and payment of minimum wages for the year 2015-16.
