Seeking Help: How Can We Justify Providing Socks to Employees Over Rags?

I would like to request your assistance as the Health and Safety Officer in the manufacturing industry. During our last year-end safety committee meeting, we noticed the misuse of rags by our employees as a replacement source of socks. Additionally, last week our CEO asked me to send him a proposal outlining the motivation behind why the company should provide socks to each employee. Our company employs 459 weekly paid employees and 100 monthly paid staff.

I am seeking your help and a sample proposal to present to our CEO, along with budget statistics in an Excel/xls format. The cost analysis shows that one pair of socks costs R27, while one kilogram bag of rags costs the company R19.00 (an average of 15 kilograms is used and collected in their change rooms every week). Thanks, Dinesh. What I meant is that the company is not providing socks; hence, some employees are stealing rags and using them as socks. We suggested to the safety committee to provide socks. Therefore, the CEO wants us to motivate our proposal.
