How Should I Announce a Mandatory Team Outing and New Holiday Schedule to Engineers?

I wanted to send two emails to our engineers.

First Email: Team Outing

The first email is to inform them that we are going for a team outing. As it couldn't happen with the engineers last time, this time all engineers have to be present for the team outing.

Second Email: Holiday Announcement

The second email is to inform all engineers that the 2nd and 3rd Saturdays have been declared as holidays. However, in case of any important work coming from the client's location, the engineers have to go to the client's location, and later they can take compensatory time off.

Please help me in sending these two emails.

This is to inform you that the second and third Saturdays of every month have been declared holidays. All staff should take their holidays without fail. In case of an important situation, you must be present in the office premises without fail. Failing to do so will be treated as an absence. Compensation off will be given to employees who attend the office on those days. They may have to meet clients on those days at the client's location.
