How Do I Start Building a War Room Framework for a Management Trainee Program?

My boss has given me a project of creating a framework for the WAR ROOM in the office. I need to work on this but I am unsure how to initiate the process and develop a framework for the management trainee program within the organization during the probation period. Additionally, I am tasked with establishing a Management Trainee program.

Could you please assist me with this? Your help is greatly appreciated.

You need to define the purpose of a War Room. Usually, war rooms are created so that any deviations can be corrected promptly; therefore, a process has to be in place.

This war room concept is planned specifically for marketing people, to help them understand the real conditions of the marketplace. As the boss has explained to me, all the marketing personnel will come together in this room and then start a discussion or something similar.

So, what do you suggest in terms of creating a framework for this concept? I am really confused.
