Our learned members Shri. Christopher and Shri. Saswata has given you answer to your query correctly. There is no need of licence by Explosive Department as stated by both the said learned members. But also note what Shri. Saswata has rightly said that you need to follow the rest of the requirements of the rules about storage, handling and safety.
Apart from compliance under Petroleum Act / Rules or under Explosive Act / Rules, you need to comply provisions under Local Body Act such as Municipal Act in respect of trade / use and storage of material, fire protection etc., to my knowledge. We HR Fraternity are not experts in this subject. You need to appoint a consultant who deals with such kind of jobs.

Further you need to have permission for the use of D.G. Set under Electricity Supply Act, 1948.

As Per me - for use of DG a NOC is required from Elect Dept - Please Check at your State

Please read my post # 12 above in which it is stated that one need to take permission under Electricity Supply Act 1948 for the use of DG set.
What does it mean? Is NOC from Elect Dept different from the permission under Electricity Supply Act 1948?

I believe <a href="http://www.noavard.co">Health and Nutrition</a> are very very important parameters in job. Fire license from the fire services & rescue dept is suffice in this case. If you store more than 2000 liters in underground then you have to obtained an license from deputy controller - explosive dept which has its headquarters at nagpur and office/branch in all states.
