As long as he/she has a valid Ph.D. degree from a recognized university, I do not think it is misleading. The person may specify more clearly in brackets the subject of the Ph.D.

Apart from a PhD, you may consider pursuing an international certification in human resources, such as the Diploma of Human Resources Management from AVLi.
