Registration Under Shop & Establishment Act - Recruitment Company

Hi
Is that true, Shops & Establishment registration is not mandatory for recruitment company? As far my understanding, Every shop/establishment is compulsorily required to register itself under this Act within 30 days of commencement of work (A commercial or trading or banking or insurance establishment,An establishment or administrative service in which persons employed or mainly engaged in office work, or • A hotel, restaurant, boarding or eating house, a cafe or any other refreshment house or • A theater, cinema or any other place of public amusement or entertainment.) expect the case not falling under factories Act,
if they are not registered with local authority, how they can apply central service registration,labour department registration or any other government registration?

Every company where it is regsitered and having commercial premise/office has to get th Shop Establishment Licence

Thanks for the information,
Matter came up with in my mind, bcz i am trying to do Chanel Partnership with some consultancy company who have office at different location,
few people are saying that, they no need obtain licence under shop and establishment act,
My doubt is that, they can get further licence from higher authorities of state & central govt, if they don't have basic operating licence from local govt authorities :)
