Is Shop & Establishment Registration Really Mandatory for Recruitment Companies?

Hi, is it true that Shops & Establishment registration is not mandatory for a recruitment company? As far as my understanding goes, every shop or establishment is compulsorily required to register itself under this Act within 30 days of commencement of work. This includes:

- A commercial, trading, banking, or insurance establishment
- An establishment or administrative service where persons are employed or mainly engaged in office work
- A hotel, restaurant, boarding or eating house, cafe, or any other refreshment house
- A theater, cinema, or any other place of public amusement or entertainment

This is except for cases not falling under the Factories Act. If they are not registered with the local authority, how can they apply for central service registration, labor department registration, or any other government registration? Please provide valuable feedback.

Shop Establishment License Requirement

Every company where it is registered and has a commercial premise/office must obtain the Shop Establishment License. Kindly let me know if you need any further details.

Thank you for the information. A matter has come to my mind because I am trying to establish a Channel Partnership with a consultancy company that has offices in different locations. Some people are saying that they do not need to obtain a license under the Shop and Establishment Act. My doubt is whether they can obtain further licenses from the higher authorities of the state and central government if they don't have the basic operating license from the local government authorities.
