Pre Employment Check

Dear All,
Please help me in processing the pre employment check of an employee.
If employee does not mention the HR contact details and his manager details, shall we do the ref check of employees with the HR dept. oh previous employer?

Thanks for the reply... i have the details of the previous employer. Can i do the reference check of employee with HR dept. through email, and i also trying to call his manager he is not picking up the phone. Can i send a mail to both of them or only to HR.
And also confirm the the time limit of ref check
