PF Exemption For Employers

I am starting a new firm, initial employee would be 10 to 15 and then they will increase to 30. My question about pf deduction of the employee.

As soon as the number of persons reach to 20, you will be liable for coverage and compliance under the EPF & MP Act, 1952.

I got new employees whos salary is now above 15000. Do I still to pay PF? How can I file return with both employees excepted i.e. 0 employee in my firm.
