Can Employee Exempt Form PF Whose Basic Is Bellow Ceilling

Hi All,
If employees salary is below ceiling limit and he is not member of PF before, can any provision or form thru which he get exempted form PF. if yes please explain me the procedure.

This is possible if you increase his basic salary which should be >15000

Under no circumstances an employee as per your description can be exempted from the EPF.

If it is possible to exempt employee drawing salary less than Rs. 15000 from PF then why this new amendment?
