24 Hours Service

Hello all,
i have been asked by my management to draw up a work schedule on how we can also give a 24 hours service to our esteemed clients under a tight budget and with less staff. please i need your input. thanks

For 24 hours service the work can be scheduled in 3 different shifts of 8 hours each
Shift A 0700 hrs to 1530 hrs (Includes 30 Minutes Break)
Shift B 1500 hrs to 2330 hrs (Includes 30 Minutes Break)
Shift C 2300 hrs to 0730 hrs (Includes 30 Minutes Break)
The No. of Shifts and the budget you can prepare as per your criteria.

How do you expect someone to give an answer to this question without knowing your firm, what is the work, how many people, delivery schedule, process etc ?
