Struggling with Poor Candidate Quality in BPO Recruitment: Any Free Source Suggestions?

I'm Nisha, a recruitment officer with a Yellow Pages company. I am dealing with various consultants who are not charging the company, but the quality of candidates is not good. I have approached many training institutes in Delhi, but again, the same problem persists - the quality is not good. References play a very important role, but in this case, the quantity is not good. So, if I can have some new ideas, I would really be grateful.

I am working as a recruitment consultant in a leading Saudi-based steel manufacturing company. I am looking to hire people, but my sponsor in Saudi Arabia doesn't allow me to contact a recruitment consultant because they charge a high amount of fees for this. Can anyone guide me on how to go to a popular site to get resumes of engineers and other professionals for free? I am looking for a site that provides a database of resumes for free. I want to hire all categories except administration and HR.
