This notification is only about changes in the special allowance. Are there any changes in the basic wages? Because in some sections, the increase is only 31%.

Changes in Basic Wages for Construction and Engineering Industries

There have been unexpected changes in basic wages effective from 3rd March 2014. The changes pertain to the construction of roads and the engineering industry. The reason for the minimal change in special allowance for these industries may be due to the mid-quarter change and a significant hike in basic wages. Please find attached the notification for changes in basic wages related to the engineering sector.
