There is no fee to obtain ESI code. Likewise, there is no fee to obtain any code under any social security.
Now ESI / PF code you can apply online and obtain it, you need not to pay under the table.

Yes, go through online and upload document in soft copy and you will get code with in three days after verification of PAN.

It is true that you may apply for registration on line in the portal of ESI & PF, if applicable. Once you apply you will receive Code number under the respective Act in your email. But remember , after obtaining code no in email, you will have to forward all relevant hard copies pertaining to your establishment in line with your on line application to proof as a bonafide applicant. Having been satisfied with your application, the ESI / PF department will issue you a letter duly singed ,confirming allotment of code no by speed post.

You should follow and find the same. Unless you try you can not leann. I am sure that after opening the site you will be able to do the needful.
