Manufacturing Chemical B in Unit 2: Do We Need Permission Under The Factories Act?

We are a manufacturing company with two units in Gujarat, located in close proximity. We manufacture hazardous chemicals A & B in Unit-1, and A, D, E in Unit-2. Recently, we have slightly modified our process in Unit 2 and are now planning to manufacture Chemical B also in Unit 2. Does this require prior permission under The Factories Act, 1948?

Any process modification requires permission from the state PCB.
