Confused About LTA Leave and Reimbursement? When Should I Submit My Bills?

I would like to know when we can apply for LTA leave and request the deposit amount. The accounts department is asking for bills for the same, whereas my leave approval is for next month. The LTA period extends until March 2015. Do I need to submit the bills in advance or anytime before January 15? Please let me know.
