Who Usually Heads the Personnel Department in a PSU? Seeking Guidance on Organizational Structure

Dear Seniors, I am employed in the Personnel Department of a PSU. I have been tasked with redesigning the organizational structure of the corporation. Could you please inform me who typically leads the Personnel Department of a PSU?

It depends on the organization's structure. Usually, it's the Executive Director (Personnel & Administration). However, if no one is nominated for the post, it could be the General Manager (P&A) or General Manager I/c (P&A). This is especially true if there are multiple General Managers in P&A, such as GM (HRD), GM (Town Services), or GM (Information Technology), etc. It depends on how the P&A department is structured within the company.
