i received your quotes in which you simply mentioned that you are likely insufficient in speaking English...its good you found the obstacles and realize that.....
i think english fluency can be improve by adopting a good environment.so always touch with english...learn every day 5-10 vocabulary and read english newspaper...whenever you at home, stand in front of mirror and talk with yourself in english on some topic....
for talking and understanding the english you must have command over grammar..so perfect in tense modals, special helping verbs...
english can be learn on regular basis. make your atmosphere in english..
