However, since you mention that the purpose is to start an "overseas manpower consultancy", frankly, I am note sure if this is the most realistic/practical/viable route. Better would be to tie-up with Recruiting Companies/Firms in India as they understand the Indian market better, taking care to identify & sign-up with the right Company rather than with anyone--unless the idea is to open an Indian Office [in which case the overseas Company would surely have complete knowledge of the various issues related to Indian Visas].
