New to Oil & Gas HR: How Do I Set Salary Structures and Recruit Experienced Staff?

I have recently joined an Oil & Gas (Construction) company that is newly established in Chennai. I have been asked to frame HR policies and prepare a salary structure across all levels, but I am not aware of what is currently being paid or offered. Additionally, I have been tasked with recruiting experienced individuals for various positions such as Proposal/Estimation/Project Manager/BD, etc. I need your help with this. I am required to submit these details to management by 31st May 2014. Can anyone share this information with me? I greatly appreciate your support as I have previously worked in a different industry, and Construction/Oil & Gas is new to me.

This business is a new establishment that has recently launched, and the management has tasked me with conducting a market study and creating salary structures and job grades. I would greatly appreciate it if you could provide me with guidance on how to source candidates from social networking sites such as LinkedIn, as I have primarily used job portals in my previous roles.
