Can We Register as a Principal Employer with CLC for Multiple States? Seeking Guidance

Dear Seniors, I have just joined an EPC (Engineering Procurement and Construction) company that has projects in about four states in India and is expanding. I would like to know if we can have a single Principal Employer registration from CLC instead of from multiple states. If yes, how do we go about it?

We are an EPC company, and we mostly get projects from the Central Government for various states. Do we need to have a contract labor license in every state? In that case, how do we engage with sub-vendors? Alternatively, is it possible for us to become the Principal Employer and issue Form V to all our vendors? If yes, please guide.

As a contractor, you will have to obtain state-wise CLRA Registration. In case your company further subcontracts, the vendor will also have to obtain CLRA. The principal employer will have to issue Form V both to you and the vendor.

In general practice, the Principal Employer can issue Form V only to the vendor, and you stand only as a conforming party. For any doubts, please call to discuss, as things may be different if my understanding is not okay.

If you act as the principal employer or contractor, you have to take the RC or license, respectively, state-wise.
