S - Manufacturing Company

I am working as Dy. Manager - HR/P&A, our company (encluding all-100 empls) manufacturing chemicals based.
1. We have not recruited Safety office. it is wright or wrong
2. We have not facility of Hydrent. it is violance of rules or not

It is apparent that your company is covered under the Factories Act. Please refer to the provisions of the Factories Act and comply with not only the provisions related to safety officers but all provisions of the Act. Else, the penal provisions are very stringent under the Act. If you have any seniors in HR, please consult them and implement.
