Bachelors Degree (final Yr Failed Candidate)

A cousin of mine failed in the final year of his B.com external examinations in 1994. He does not have a bachelors degree as such. He worked/works as a senior manager at the moment.
QUESTIONS
(1) Is there a way he can get a bachelors degree based on his experience?
(2) Which Indian Universities will accept him for MBA without a degree? - (final year failed candidate)
(3) Are there any PG programs for candidates without a bachelors degree?
Please advice and suggest few names of institutions.

Dear Amjadlal,
In legal point of there is nothing any univerisity is based in india who is provide the bacherlor degree on only basis of experience & without bacherlor degree can't be avail post gratution irrespective of MBA too..
But, still there are many institure are provide the bacherlor degree without any exam or online exam, or 3 yrs course complete in 1yrs or 6 months too as well as some of provide the PG or MBA without bachelor degree, but, beware about such insititute.. most of the time they are not approved by authority.
Educational institutes are approved by any of these, UGC (University grand commission) approving authority for university , DEC (Distance Education council) incase of distance education, AICTE, (All India Council of Technical education) incase of techical course.
But, most important is UGC & DEC. but, you check their status online on respective web site.

I am working with Venkateshwara Open University and we are offering masters and bachelors degree in online mode. We also offer PG course. Our university is UGC and HRD approved university.
