I am also confused in applicability of minimum wages in Gujarat. I checked the PDF which you have uploaded, but still confused with the applicability. I have also read that Industry owners are opposing this dynamic increase (around Rs.60) in minimum wages. And now that month of April 2014 is almost in its last week and then I have to prepare salary also.
Request you to please update here as you get to know about any further notification(s) and I will do vice versa.

Firstly check ur industries from the list than finalized the amt. Pl note there is not an option whether pay as per notification or not, U have to follow minimum wages.

Does you mean that whatever the revisions (industry specific) have been proposed in that PDF, have to be applied from 01st April, 2014; irrespective of the oppose going on and not reply from Labor ministry to that?
If you already more than minimum wage to employee, its ok but if dont follow minimum wages rate than u break labour law and for this, u may be required to pay penalty so better follow Minimum wage in salary.
No one ind is exemption from minimum wages rate.

pay as per previous minimum wage rate as not any revision till date notified. if any notification issue from govt. side then it also be clear that difference of payment of minimum wage to be paid or not for the month of April-2014. so, no worry pay last updated minimum wage.

As per my knowledge, it is incresed by 13.67 Rs., when ever you will get notification than you have to revice from 1st April-2014, So it is better to give increment from 1st April-2014,

As per my post, Please find Government notification. It's increased by Rs.13.60 with effective date of 01.04.2014.
