Hello Mr. Trivedi,
Enclosed circular from Labour department will help you to solve your query, I have found this circular from Citehr.
The circular stating that declared Minimum wage rates will be applicable after suggestion of Industries and establishments, it will be on affect from 2 months from declaration. Declaration date is 25-02-2014 so it will be effective from 25-04-2014.

I have already received this circular, it is only draft notification. I am working in diamond industry.there is no such specification of diamond industry in provided schedule. we are following the section.2(k) of the factories act for implemantation of Minimum Wages.In previous notification our trades are clearly specified as taliawala, mathalawala, pahelwala, ghastawala.These are the diamond processes. In new draft there is no such processes specified. so we are in confusion what we have to do? We wish to represent this point before Government Authority.
