Creating a Master Employee Database for 300 Staff Members: Any Tips or Guidance?

I am associated with an educational institute where about 300 employees are working. I wish to prepare a master database of all employees. Any guidance, please?

What is the purpose of preparing a master database for 300 employees? Additionally, why does an institution still not have a database in place when it already has 300 staff on its payroll? How are they managing salaries and attendance?
