The purpose of a Fact-finding Enquiry, also known as a Discrete Enquiry, is solely to ascertain whether there is prima facie evidence to proceed against an employee suspected or alleged to have committed misconduct. Since it is conducted without the knowledge of the employee, any evidence, whether material or otherwise, should not be relied upon in the formal enquiry. Therefore, it is not mandatory to share it with the delinquent, even upon demand, unless it is presented as prosecution evidence in the formal enquiry.
