Need Advice For Talent Management

Dear All Seniors,
I am currently working in an automobile dealership from the last 2 years. Recently, my boss has given me a task of identifying employees on the basis of their Skills & Competencies and divide them into grades.Need your advice for starting the process. Also, please do share any kind of Forms and formats which I can utilize for it.

Please give some details about hierarchy and management structure that you are currently following and what is the reason for this task? As per my knowledge, in an Automobile dealership, no. of employees, their designations, work profile, roles & responsibilities are defined by the company itself.
