Overhauling HR Policies in a Chaotic Workplace: What Should I Prioritize First?

Hi everyone. Recently, I was recruited as an HR manager in a real estate company where there were previously not very impressive HR policies. This has led to a highly indisciplined workforce with no proper hierarchy, creating a chaotic situation. I have been tasked with creating new policies to instill discipline and enhance productivity in the workplace.

Request for HR Policy Recommendations

Could anyone please help me by elaborating on the HR policies that should be created first and are of high priority in such a situation?
