I am Ms. Seema Khanum. I work as a technical assistant in the Department of Computer Science and Engineering at Rajiv Gandhi Central University in Itanagar. I completed my probation on 2nd February 2014, having joined on 2nd February 2012. Before starting this job, I pursued an M.Tech in Computer Science and Engineering from the same university but could only finish 2 semesters due to securing employment. I sought permission to continue my education, which was denied during probation due to restrictions on pursuing full-time courses.
Now that my probation is over, I applied for leave to complete my education. Unfortunately, my request was rejected because I haven't completed three years of service, making me ineligible for study leave.
In this situation:
1. What type of leave would be appropriate for completing my education?
2. With 30 days of earned leave (EL) and 20 days of half pay leave (HPL) remaining, can I use EL, HPL, or casual leave (CL) for my studies?
3. Is it possible to take extraordinary leave to complete my education?
4. Is there an option for leave without allowance or leave without pay available for central government employees provided by the Kerala state government?
According to university regulations, the M.Tech program must be completed within 5 years. Please advise on the best course of action to finish my education.
