PMS In Small Scale Orgnaizations

It is believed that performance management system (PMS) is inappropriate for the small scale organization that has less number of employees. Performance of employees can be directly observed without the PMS. Do you agree to this belief that small sized organizations do not need to implement PMS to any extent?

Goal based accountability of employees in a small organization defines the concept of PMS. And if the organization is composed of white collar employees, this concept becomes all the more realistic.
