How To Decide KRA's And KPI's For HR Department

I am Kalyani.I am working as Executive -HR.This site is very helpful for us.
I am given the job of assinging KRA's and KPI's for all level of employees in HR department.This is assignment is for all our team.
We have to decide KRA's and KPI's for following levels:
1) staff
2) Executives---(Recruitment ,Training & Development)
3) Asst.Manager---(Recruitment ,Training & Development)
4)Manager----(Recruitment ,Training & Development,Compensation and Benefit)
5)Sr.Manager----(Recruitment ,Training & Development)
6)GM -----HR and Admin
