Starting a Recruitment Agency: Do I Need Licenses and How Do I Find Clients?

I'm planning to start a recruitment agency of my own. I would need to know if I would require some licenses and how to start acquiring clients. I would be in a position to provide a lot of candidates with my sources, but I do not know how to begin.

Dear Sirs,

I am from Mumbai. I am also in the same field. If you would like to do recruitment for overseas positions, you would require a license from the Ministry of Labour. For national recruitment (India), you would only need shops and established licenses. Where are you planning to open your office? If you require more information, please feel free to contact me. If you have people, I can provide you with clients as well.
