Key Deployment of Employees: How Do You Align Job Descriptions with Actual Duties?

Okay, now I am handling the competency mapping. I study the job description and key deliverables of all departments. The next part is Key Deliverable (KD) deployment, which I don't understand how to do.

What I understand from your role is that you are designing a skill matrix with competency mapping of your employees, in which you study their key deliverables and create a deployment structure. For this, you have to make a KRA sheet that has SOP for that specific job role defined. For example, if you know what the key deliverables are for a recruiter, then you create a document on how the key deliverables are to be achieved. You mention exactly what the job role entails and how to accomplish it. It can also serve as a Standard Operating Procedure (SOP) for a specific job role.
