Sourcing right talent for niche segment - not many placement consultants in the market

Hello All, I am working in a clean-tech based start-up company. We are expanding very fast and are in the need of hiring people for different positions (Lower, Middle & Senior Management). However, I am not able to source the right talent. I have tried services of Naukri.com. But the resumes received from there were not upto the mark. I also tried LinkedIn and Facebook. Since, it is a very niche segment so there are not many placement consultants in the market as well.
Please help as to where else can I look for suitable people.
