Dear Shreyrustagi,
At the outset I must appreciate Sh Umakanthan, who have nicely explained the position with regard to your query.Since the query has been raised from Lucknow (UP),The U.P. Shops and Commercial Establishments Act shall be made applicable in your case.As per Section 2(7) of the Uttar Pradesh Dookan Aur Vanijya Adhishthan Adhiniyam, 1962 the "Employer" has been defined as a person who owns or who holds charge of, or has ultimate control over the trade, business carried on in a shop or commercial establishment, as the case may be, and includes any other person acting on behalf of the employer in the management or control of such trade, business. As such, you are required to take registration (not the licence ) from the state labour department by paying the prescribed fee.
I would like to point you that there is no concept of Principal Employer of Form IV as mentioned by Sh Grpadmasekhar in this case.
